Process for Financial Management of Research Projects

Budgets for Research Projects

Budgets are an essential component of any research project application and must be included with original research governance/site-specific assessment applications to the Office for Research.

All researchers who are planning to undertake a research project at Melbourne Health or who are planning to utilise Melbourne Health resources to undertake a research project must contact the Management Accountant – Research (MAR). The MAR will advise whether a meeting to discuss the project is required. It is strongly recommended that the MAR be contacted as early as possible during the preparation of a research application.

Where a project requires a detailed budget, the MAR will prepare this using a standard template. The final budget will need to be signed off by the Principal Investigator and MAR.

Alternatively, where a project does not require a detailed budget, the MAR will provide written advice to this effect.

The MAR will require the following documentation/information before the budget can be approved, where applicable:

  • A copy of the final Clinical Trial Research Agreement/funding Agreement/details of funding etc;
  • A copy of the study proposal/protocol;
  • Copies of completed and signed Statements of Approval from each RMH Service Department that will be used to conduct the project;
  • Estimated labour time to be spent on the project by all researchers;
  • Detail of any other project expenses e.g. cost of consumables, capital expenditure etc.;
  • A copy of the Participant Information Consent Form;
  • Estimated number of participants to be recruited and recruitment period;
  • The RMH cost centre number that the project will be operating from; and
  • Any other information that is relevant to the preparation/review of the project’s budget.

Please allow at least 3 weeks from the date of the meeting with the MAR for the preparation of a budget or written advice to include with your research governance/site-specific assessment application.


Clinical Trial / Research Agreement Invoicing and Payment Clauses

All Clinical Trial Research Agreements to which Melbourne Health is a party must include the standard Melbourne Health "Invoicing" and "Payment" clauses in "Schedule 2 - Payments" of the appropriate Medicines Australia Clinical Trial Research Agreement template.
